Memorandum submitted by certain senior officers
in the Education Department.
1. I should be grateful if you would inform the
officers concerned that I have received and considered
their memorandum, but that I am unable to accept the
view that the recommendations of the Salaries Commission
tend to minimise the importance of educational work in
the Colony.

You may point out that since their memorandum
was written I have approved your proposals for the
upgrading of the post of Director of Education and for
the discontinuance of the Senior Master and Senior
Mistress scales, with the extension of the corresponding
time-scales to a maximum of $1,540 a month for Masters
and 1,240 a month for Mistresses.

3. You add that I am unable to agree to a
starting point for the Masters' time-scale in excess of
the 1800 a month recommended by the Salaries Commission,
and that I consider further consideration of the question
of creating additional senior posts in the Department
should await the general review of establishments to be
undertaken by an efficiency expert.
